So no only are you paying for the parts, you are also paying for the labor to make the change. Typically we've found that it is always cheaper to purchase the "standard" build and make any memory upgrades after the fact.
But also understand that if you modify the system you may be voiding the warranty. Dell can't shouldn't warranty any changes you make to a system. If you are purchasing a number of these machines, talk to your sales rep. As for the price jump for ram I think it as ZombieJesus said, profit. Think about the market, if you sell a computer at a good attention getting price targeting a specific price point, you have to make certain concessions to get that price.
Now you look at what is the most likely upgrade and charge a little more for that upgrade to increase the profit recoup some losses on the system. IMO Its no different than a teaser price to get people in the store. They can 'encourage' people to buy the larger packages and up-sell the product.
IBM used to do that in the 'day', as well. It was so common that IBM's warranty service would cover 'max memory' in the machine. I don't know the economics of current RAM pricing, but the pattern has held true for decades. They charge what the amrket will bear, and I think that's normal. I am no different than anyone else - I don't want to pay more than I have to for anything - but a look at historical data might yield a different perspective on RAM costs in terms of actual costs.
The other one is, they have to customize the build from the base and they charge more because of the QA they do on the RAM. The majority of the cost is artificial product differentiation and arbitrary profit markup. Businesses write blank checks for equipment for millions, they don't argue about a few thousand dollars.
So companies that cater to those markets take advantage of it to make easy money by marking up the price A LOT. The same reason a length of exhaust pipe that says "Corvette" or "Cadillac" on the box costs 4 times more than the same exact piece of pipe that comes in a "Camaro" box.

Not enough capacity and too many companies trying to get some. Intel should be fine as they have plenty of capacity and are working on ways to stitch different processes together so instead of only having one they can mix and match. Sure glad I built up early last year before everything went into shortages.
Most boxes are already 32GB. Enough SSD storage.
